There are two categories of membership of the Association, as follows:
- ‘Voting’ member: an Ombudsman office recognised by the Association as satisfying the Association’s Criteria irrespective of whether or not the term ‘Ombudsman’ is included in the title or description of such office.
- ‘Corporate Associate’ member: any organisation which, in the opinion of the Executive Committee is interested in and supports the objects of the Association and has significant relevant expertise in complaint handling.
Voting (full) membership of the Association is open to ombudsman schemes which meet the published criteria for recognition attached to BIOA's rules (essentially: independence of the Ombudsman from those whom the Ombudsman has the power to investigate; effectiveness; fairness and public accountability). The word “ombudsman” does not have to appear in the title of the scheme.

investigates complaints from people and businesses about how HM Revenue and Customs, Valuation Office Agency or the Insolvency service have handled their affairs. The Adjudicator does not look at issues of law or of tax liability or appeals against property valuations, because there are tribunals who resolve these problems. She looks into excessive delays, mistakes, discourtesy of staff, the use of discretion and poor or misleading advice. |

applies the advertising codes and upholds standards in all media on behalf of consumers, business and society. The Codes (TV, radio, and non-broadcast) are written by the Committee of Advertising Practice, part of the industry wing of the self-regulatory system. The broadcast side of the business is conducted in a co-regulatory partnership with the communications regulator Ofcom. The ASA responds to written and telephone complaints (from the public and business competitors), and its website has an online complaints form. It also deals with complaints referred by other agencies, including Trading Standards. The ASA is recognised by the Office of Fair Trading (OFT) as the established means for dealing with misleading advertising under the control of Misleading Advertisements Regulations. |
